It stored a lot of arrows (60 of them), javelin-sized weapons (18) and staff or longbow sized weapons (6), with the stored weapon the user wishes being called to hand. I have used these things since their advent in 1e, and I never believed that there was any arrow duplication going on. All it does it produce a stored item when desired. Putting in 1 is enough, then you can get out dozens more. You don't need to put in 30 arrows to get out 30 arrows from this Quiver. It's more than a Handy Haversack (which just brings-to-hand the exact items that someone put in it, not duplicates). To that extent, yes, it can be interpreted as an Archery Factory. If you put the types of weapons it allows inside - arrow, staff, javalin, etc - the PC can get the Quiver to produce more normal arrows, more normal javalins, and so on.
